Shall the Altadena Library District be authorized to continue to levy a special per parcel tax annually for ten years to replace library funding lost due to the elimination of State funding?

Approval of Measure A would authorize the Altadena Library District ("District") to levy a special tax upon each parcel of land within the District.

Parcel is defined as any taxable parcel of real property, located wholly or partially within the District. This Measure is placed on the ballot by resolution of the Board of Trustees of the District.

The tax would be used for the purpose of maintaining library services.

The special tax would be levied in the amount of $49.59 per single family residence parcel, $33.99 per apartment unit, $100.56 per commercial parcel of less than 10,000 square feet, and $135.96 per commercial parcel of 10,000 square feet or more.

The special tax shall be levied for no more than ten (10) full fiscal years beginning July 1, 2015, to June 30, 2025. The special tax shall be increased or decreased each year after the first year by the percentage change in the Los Angeles-Riverside-Orange County, California Consumer Price Index or any successor index. The special tax shall be collected by the Los Angeles County Tax Collector at the same time and in the same manner as general ad valorem property taxes are collected. The per parcel special tax shall become a lien upon each parcel and thus shall be subject to the same penalties and interest as are imposed for unpaid general ad valorem property taxes in the event the special tax is not paid.

Owners of single family residence parcels with a yearly income of $18,720 or less (as substantiated by the most recent Federal Income Tax Return form filed with the United States Government) are exempt from the special tax, provided an exemption form is filed with the Altadena Board of Library Trustees.

This Measure requires a two-thirds (2/3) vote for passage.
