To improve the quality of education with funding that cannot be taken by the State; make health, safety and handicapped accessibility improvements; modernize, upgrade and renovate outdated classrooms, restrooms and school facilities; improve student access to modern technology, and replace aging temporary portables with permanent classrooms; shall the Jacoby Creek School District issue $2,500,000 of bonds at legal interest rates, have an independent citizens' oversight committee and have NO money used for teacher or administrative salaries?
