Swarthmore Borough Council

By Ralph Jacobs

Candidate for Council Member; Borough of Swarthmore

This information is provided by the candidate
I am running for reelection to Swarthmore Borough Council to continue the work I've done to preserve our town's unique character in these challenging times for local government. It has truly been a privilege to serve.

During my first term:

  • I recommended the formation of the Bicycle and Pedestrian Task Force which, after a year long study, made many thoughtful recommendations, some of which have been implemented and some of which are still being considered by Council committees.

  • I served as Council's liaison to the Traffic Committee which brings expertise and data to bear on the confounding problem of keeping our streets safe and flowing even as traffic volume increases.

  • As Chair of Public Safety I have seen first hand the benefits of a dedicated, trained and well managed police force of our own. I have supported the department in getting the resources they need, while being mindful of the fiscal constraints we face. Public Safety has also tried to work with the Fire Company to find ways for the borough to support the dedicated men and women whose volunteer efforts are so important to this town.

  • As a member of the Finance Committee, I have grappled with the difficult task of maintaining the level of services our residents have come to expect, while controlling costs in an era of governmental belt-tightening at every level and heightened sensitivity to the burden of tax increases.

  • As a member of the Planning & Zoning Committee, I have worked on the challenging task of crafting ordinances which help preserve the character of our built environment without unduly limiting the flexibility of property owners.

In each of these endeavors, I have tried to balance the interests of all members of the community. Many of the issues facing the Borough these days present difficult choices. Not everyone has agreed with my ultimate views, but I have tried hard to consider all input and strike the balance I think best for our town.

Council is a group enterprise, with every member contributing time, effort and good ideas. To all residents, I urge you to support the work of Council with your views and input. And I ask for your vote on Election Day for me and for my fellow candidates: Elisabeth Knapp, who has done an energetic and effective job as Chair of Planning and Zoning, and David Creagan, who will bring enthusiasm and thoughtfulness to Council.

Ralph Jacobs Vice-President Swarthmore Borough Council
