    Shall the ordinance imposing a "Library Special Tax" be extended which: (1) can only be used exclusively to fund a portion of operational costs of the Central and branch libraries; (2) exempts religious facilities, community service organizations and persons meeting certain income criteria; (3) limits annual increases based on the Consumer Price Index; (4) prevents imposition of Tax if certain General Fund commitments to the Library are not made; and (5) contains a fifteen year limit?

    ¿Tendria que extenderse la ordenanza que impone un "lmpuesto Especial de Bibliotecas" el que: (1) Se utiliza exclusivamente para financiar una porción de los costos operativos de la Biblioteca Central y anexas; (2) exime a centros religiosos, organizaciones de servicio a la comunidad y a personas que reúnen ciertos criterios de ingresos; (3) limita aumentos anuales basados al lndice de Precios al Consurnidor; (4) previene la imposición del lmpuesto si no se realizan ciertos cornpromisos del Fondo General a la Biblioteca y (5) contiene un limite de quince años?
