Growing up in Salinas, Paul was elected class President every year in high school. Later he moved to Sacramento, California and attended California State University, Sacramento (CSUS).

Shortly after arriving in Sacramento Paul started his political career, first as an intern in the California State Legislator in 1988. As a student, Paul was elected Vice President of his fraternity (Sigma Phi Epsilon) and Director of Health and Human Services of CSUS.

During this term Paul worked and created strong friendships with California State Latino Republican leaders, such as; Ruben Barrales (Presidential Appointee), Rosio Marin (U.S. Sec. of the Treasury), Tony Amador (U.S. Marshal), Grace Truillo Daniel (Dept. of Agriculture), Assemblyman Abel Maldonado, Assemblyman Rod Pacheco, and Assemblywoman Charlene Gonzales Zettal.
