Position on the 29-acre Buchheim property (located at Junipero Serra and Camino Capistrano)

The City Council should negotiate with Junipero Serra High School to provide an acceptable plan with all impacts fully mitigated, and any cultural resources protected. If the School District determines that this site is the only feasible location for a public middle school, it can negotiate a purchase or use its State Mandidated powers to acquire the site.
This site has had a fully approved commercial mixed-use land plan for over 20 years, with no takers on the development. A major commercial development could drain the life from our present downtown.

The City Council should negotiate with the private high school leaseholders to provide an acceptable plan with all traffic and other environmental impacts fully mitigated.

This site may have significant cultural resources buried on-site that should be protected. If Capistrano Unified School District determines that the site is the only feasible location for a public middle school, they can negotiate a purchase or use their State Mandated powers to acquire the site.
